Ross & Baruzzini served as the prime firm to create a Safety and Security Concept of Operations (ConOps) for a new multi-modal transit center.  The ConOps aligns systems, processes and organizations for the purpose of operating an effective Safety and Security Program.  The organization and procedures defined in the ConOps provide an operational framework and measures to maintain and improve safety and security, to mitigate risks identified in the Risk Vulnerability Assessment, and to support effective and efficient operations. The ConOps is developed to reduce vulnerabilities and to provide the human interface with technology available within the Transit Center. This document will be utilized by a multiple stakeholder constituency to implement and maintain the structure and organizational principles to effectively manage the Safety and Security Program.
